CARLIN originated as a project management and quantity surveying practice.
Before delivering construction projects, we advised on them providing cost and project management consultancy on complex developments. That experience gives us a deeper understanding of where projects succeed and where they fail.
We apply that insight directly to construction bringing tighter cost control, stronger programme management, and a more disciplined approach to delivery.

Andrew is the Founder and Managing Director of Carlin, where he leads the company’s strategic direction, project delivery and client relationships. With over 20 years’ experience in the construction industry, Andrew provides strong, handson leadership rooted in technical expertise and commercial discipline. He has led the successful delivery of complex residential, commercial and public sector projects and is committed to building a brand defined by clarity of process, quality of execution and disciplined control from inception through to completion.
Rob Evans
Senior Project Manager
Rob Evans is an experienced Construction Project Manager with a strong background in the delivery of high end residential and mixed use developments. He brings a practical, handson approach to project planning, programme management, and site coordination, ensuring projects are delivered efficiently and to a high standard.
Rob works closely with clients, consultants, and contractors to manage risk, control quality, and maintain momentum from preconstruction through to completion. His collaborative style and attention to detail support successful outcomes across all stages of the construction process.

Tommy is a Chartered Quantity Surveyor with experience spanning both consultancy and property development settings, giving him a balanced and informed perspective on cost planning, procurement, and commercial management.
His MBA complements this technical expertise by strengthening his strategic and commercial capability, enabling him to consistently focus on value creation and informed decision making throughout the project lifecycle.
